the Customs the Tariff Duty of 30 taels per chest of 100

catties, and also a sum not exceeding 80 taels per like

chest as likin: that, after such payment, the Raw Opium

shall be repacked by the Customs in bond: that the Customs

shall then, if required, issue a transit certificate to the

owner, freeing the Opium to which it applies from the

imposition of any further tax or duty while in transport in

at the place of consumption the Opium shall not be subject-

It is clear that the regulations

now issued by the Kwong Yun General Office violate this

Treaty by requiring report to that General Office as well

as to the Customs, by requiring all purchasers of Raw Opium

to hold a licence from the General Office, by prohibiting

purchasers from storing Opium in its raw condition, and by

imposing an additional tax of 15 cents per tael on the Raw

Opium.
